My hubby travelled in Germany when he was younger. He told me that the cities were a lot cleaner than our cities here in Canada. Is that still the case?

Yes, the cities are very clean indeed, especially the smaller cities, but not because the people keep it clean, but because there is a daily street cleaning and is organized very well.
